Job Purpose

The job holder will support the implementation and ongoing maintenance of the Operational Resilience framework.


Key Result Areas

Reporting to the Head of Business Continuity and Operational Resilience, this role is responsible for ensuring the effective implementation of the Operational Resilience Framework while supporting Crisis Management activities across the Group.


Operational Resilience

• Support the strategic direction, development, and implementation of the Operational Resilience Framework across Mashreq Group.

• Liaise with stakeholders across business units to proactively identify, map, document, and assess Critical Business Services.

• Facilitate cross-functional collaboration by engaging representatives from relevant departments, risk teams, and business units to ensure accurate identification and assessment of critical services.

• Define impact tolerances and acceptable levels of disruption for each Critical Business Service.

• Assist in developing recovery capabilities and support initiatives aimed at strengthening resilience across critical business services.

• Conduct periodic reviews of Business Impact Analyses and Threat Assessments, identifying internal and external risks, their likelihood, and potential impacts

• Support business units across the Group in developing, maintaining, and exercising their Business Continuity Plans.

• Serve as the subject matter expert (SME) on all aspects related to Operational Resilience and crisis management.

• Coordinate and effectively engage with stakeholders across the Group, including Technology, Third-Party Management, Security and other relevant business units.

• Lead and manage crisis management response during incidents ensuring effective communication and coordination for stakeholders across the group.

• Develop, facilitate, and execute crisis management simulation exercises for business units and the Crisis Management Team.

• Remain flexible and support any additional resilience-related activities required to address emerging challenges.


Operating Environment, Framework & Boundaries and Working Relationship

Regular interaction and working relationship with:

• Group operational risk management team in Head office, UAE;

• Unit Heads, BURM, BURAs and business continuity coordinators in Segments, Divisions, Countries, Subsidiaries and Business Units; and

• Members of staff in second line functions including compliance and Information security and Third parties Risk.

• Support functions such as third parties Management, Security, Technology, Administration and Procurement


Skills, knowledge and experience

• Minimum of 10 years’ experience in the financial industry, including at least 8 years in Business Continuity, Crisis Management, or Operational Resilience.

• Strong knowledge of local and international regulations, including NCEMA, UAE Central Bank Operational Resilience Regulations, ISO 22361:2022, ISO 22301:2019, Basel Principles for Operational Resilience, FCA/PRA regulations, and DORA.

• Professional certification from the Business Continuity Institute (e.g., CBCI) or Certified Business Continuity Professional (CBCP) is required.

• Excellent written and verbal communication skills, with the ability to synthesize complex concepts into clear, concise, and actionable information.

• Collaborative team player with strong initiative and the ability to work effectively across cross-functional teams.

• Strong stakeholder management and problem solving skills, with the ability to navigate ambiguity and drive outcomes.

**About the Role**
The Services Cluster Operational Resilience Execution Coordinator is an Assistant Vice President level position within the **Risk and Control** division, supporting the **Services** line of business - specifically the **Investor, Issuer, Trade and Liquidity Business Services** . This is a tactical, execution-focused role responsible for overseeing the implementation of the operational resilience regulatory framework across a specific geographic cluster, serving as the primary point of contact for the Services business teams within that cluster and ensuring the day-to-day activities of the framework are completed.
Operational Resilience deepens our relationships with clients and counterparties, strengthens our internal value-chain, and reduces commercial threats to Citi's growth through a deeper understanding of new and emerging vulnerabilities, risks, and threats posed by evolving business models, technology, and client expectations.
This role reports to the **Global Operational Resilience Framework Lead** . The successful candidate will bring strong project and execution management capabilities, a regulatory mindset, exceptional communication skills, and the ability to operate independently in a fast-paced, deadline-driven environment. The position offers a comprehensive view of the Services business and its key resilience priorities.
**Key Responsibilities**
**Resilience Framework Implementation**
+ Act as the main Services Operational Resilience point of contact for the assigned cluster, acting as a liaison between the Business and the Enterprise Resilience group.
+ Onboard Critical Business Service (CBS) teams and communicate key deadlines.
+ Support Operational Resilience initiatives for the cluster, providing oversight across all in-scope jurisdictions.
+ Facilitate consistency across Critical Business Services (CBSs) within supported jurisdictions, including alignment of the Operational Resilience Framework, deliverables, approach, and information sharing.
+ Oversee the identification of Critical Business Services within the Investor, Issuer, Trade and Liquidity domains, the mapping of interdependencies, and the setting of impact tolerances. Support local CBS coordinators by preparing first drafts of criticality assessments, leveraging and improving prior assessments.
+ Support the implementation of robust product and operational frameworks for incident response, recovery, and business continuity planning specific to the in-scope Services businesses.
+ Support scenario and stress testing initiatives to validate the resilience of critical business services, helping the business identify and remediate vulnerabilities by tracking Operational Resilience remediation plan updates executed by CBS local coordinators and ensuring resolution.
+ Ensure that observations, remediations, risks, and issues identified in scenario testing are documented, discussed with, and submitted to the Business Disruption and Safety Officer (BDSO) and Testing Leads for alignment.
**Regulatory & Policy Compliance**
+ Ensure all new and existing Investor, Issuer, Trade and Liquidity products and services comply with cluster operational resilience regulations and relevant regulatory frameworks.
+ Support the Enterprise Resilience team's engagement with regulatory bodies on operational resilience matters related to Investor, Issuer, Trade and Liquidity - including preparing for and responding to regulatory inquiries, audits, submissions, and exams.
+ Ensure compliance with Enterprise Resilience policy, standards, and Process Control Manuals (PCM).
**Governance & Communications**
+ Lead meetings with the cluster CBS teams.
+ Report on Operational Resilience in the respective geographic Risk and Control/Governance Forums.
