How can you make a difference?

As a part of of UNICEF Bosnia and Herzegovina programme implementation, under the supervision of Supply & Logistics Officer, the Supply and Logistics Assistant is responsible for assisting the uninterrupted supply of affordable and good quality supplies and services, adapted to the particular context and through compliance with UNICEF’s policies, procedures and ethics standards.

The Supply & Logistic Assistant’s impact directly affects the quality and timeliness of the delivery of a range of different services for which the Operations and Supply and Unit is accountable. The impact of these services indirectly affects the timely completion of other processes for clients and reflects directly on the overall reputation of the supply team in terms of quality and responsiveness to client needs.

The Supply and Logistic Assistants’ client interface focuses on the coordination and planning of routine supply chain activities, including the transportation of goods and materials, purchase orders, contracts, delivery and payments. These relationships are important to ensure that deadlines are met and that work results adhere to regulations, rules and guidelines.

Key functions, accountabilities and related duties/tasks

Procurement/contracting:

  • Provide input to the formulation of the annual Supply Plan. Conduct data review and analysis for category management and assist in the development of procurement strategies. Support market research in relevant areas for UNICEF and assist in gathering evidence on the best approaches to sustainable and best value for money procurement.
  • Liaise with colleagues from respective programme sections in planning procurement and contracting initiatives, supporting development of relevant specifications, terms of reference, and logistics arrangements and timelines. From lessons learnt, contribute with good practices to strengthen sustainability of supply chains.
  • Prepares documentation for the establishment of Long Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested by the Supervisor. Assists with bid openings, and technical and financial analysis of offers as might be required. Conduct clarifications with suppliers.
  • Prepare requests for award including submissions to Contract Review Committee. Prepare purchase orders and contracts in SAP system, and submit for relevant approvals, ensuring completeness of documentation in UNICEF systems.
  • Keep stakeholders/partners informed on the progress of procurement processes. Liaise with suppliers, ensuring timely follow-up on delivery schedules Implement appropriate vendor management practices supply performance reviews.
  • Regularly monitor dashboard reports and coordinate to ensure necessary supply action is taken in a timely manner in support of UNICEF Programmes.
  • Regularly extract reports on the status of the existing LTAs, contracts, Purchase Orders (POs) and take necessary action in coordination with the relevant Programme.
  • Conduct local market surveys on ongoing and regular basis for identification of potential suppliers to procure the goods and services at competitive costs.
  • In-country logistics:

  • Provide input on the logistics component of the supply plan, including advising on infrastructure constraints ( customs clearance, port capacity, transport options and warehousing capacity) and different delivery mechanisms. Keep track of demurrages and detention charges. Negotiate with Airport/Port/Shipping Line for waiver of demurrage/detention charges whenever required. Calculate budget requirements for various delivery modalities and ensure establishment of budget with the colleagues from the respective programme sections.
  • Liaise with supply colleagues as well as colleagues from respective programme sections, use supply dashboards to ensure pipeline monitoring establishment of appropriate logistics capacity. Monitor progress of offshore and/or regional procurement and take action to ensure timely customs clearance of supplies entering the country. Perform research, collect data and conduct analysis, produce reports and ensure information accuracy in corporate systems to enable informed decision-making.
  • Provide support in logistics, following standard processes and contributing, directly or indirectly, to the effective delivery of programme supplies. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.
  • Review needs for contracting of logistics third party services ( customs clearance, warehousing, transport, distribution) and transmit all supporting information for contracting of such service providers including establishment of KPIs and performance monitoring mechanisms.
  • Maintain and process documentation for execution of logistics operations ( customs clearance, invoice verification), and take appropriate actions to resolve operational issues, escalating complex issues to the supervisor.
  • Alternative delivery mechanisms and procurement services:

  • Ensures continuous availability of data related to procurement, including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports as needed.
  • Assist in activities that lead to building partnerships and collaborative relations with UN organizations to support harmonized and collaborative procurement and logistics arrangements.
  • Support Procurement Services (PS) transactions and projects in collaboration with programme sections and UNICEF Supply Division (SD). As appropriate, support partners on forecasting and costing of PS-channel supplies. Monitor the submission of requests, PS cost estimates, Purchase Orders (POs) and/or Copenhagen Warehouse Stock Transfer Orders on PS Sales Orders. Follow up with SD and UNICEF freight forwarders as needed on timely delivery/shipment of PS orders. Support communications and follow up with programme colleagues and partners regarding partnership requests and negotiations as required.
  • Maintain up-to-date files for all Procurement Service transactions, including a system for monitoring the various stages of each transaction.
  • Monitor the incoming pipeline of PS shipments. If required based on the division of responsibilities agreed in the Memorandum of Understanding (MoU) and Cost Estimate (CE), assist the arrival, customs clearance, storage, packing and in-country distribution of PS commodities to the agreed delivery point.
  • Other duties/responsibilities:

  • In collaboration with supervisor, Supply Division, Regional Office and the global supply community, provide input to help ensure knowledge exchange and learning is prioritized to continuously build capacity of individuals and the team. Develop and facilitate training of newcomers, provide inputs towards establishment of processes or manuals to support effective workflows.

    Minimum requirements:

    Education:

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or another relevant technical field.
  • Work Experience:

  • A minimum of 5 years of relevant experience in procurement/supply chain management with international organization is required.
  • Understanding of development and humanitarian work is an advantage.
  • Relevant UN experience is an advantage. Familiarity with UNICEF ERP (SAP) is an advantage.
  • Language Requirements:

    Fluency in English and local language(s) is required. Knowledge of another UN language is considered as an asset.

    Technical Skills:

  • Good knowledge of a range of standardized topics, including relevant supply chain processes, partnership mechanisms, rules and regulations related to public sector procurement.
  • Experience using MS Word, Excel, PowerPoint, SAP and ability to learn other UNICEF office tools.
  • Demonstrated understanding of relevant supply chain processes and ability to consistently apply relevant policies, procedures and good practices in the daily work.
  • Ability to work in a team environment to achieve common goals

    Under the supervision of the Education Specialist, the Education Officer provides professional technical, operational and administrative assistance throughout the programming process for education programmes/projects within the Country Programme from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting.

    1. Support to programme development and planning

  • Contribute to the preparation and updating of the situation analysis for the development, design and management of education related programmes/projects. Research and report on development trends (economic, social, health etc.) and data for use in programme development, management, monitoring, evaluation and delivery of results, with a special focus on digital transformation in education.
  • Contribute to the development and establishment of sectoral programme goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of education and other related information for development planning and goal setting.
  • Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, Rights- and Results-based planning (RRBM), implementationand monitoring and evaluation of results.
  • Conduct research, provide technical guidance, and identify innovative approaches, best implementation and financing practices, and emerging trends in the field of digital technologies for education.
  • 2. Programme management, monitoring and delivery of results.

  • Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
  • Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
  • Develop and oversee the implementation of innovative digital transformation strategies and initiatives across all levels of education, with the goal of enhancing access, inclusivity, and quality in both formal and non-formal education, and promoting the acquisition of digital and green skills.
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare draft inputs for programme/donor reporting.
  • 3. Technical and operational support to programme implementation

  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on education related issues to support programme implementation, operations and delivery of results.
  • Research, analyze, and recommend emerging digital tools, technologies, partnership and finance modalities that could enhance the quality and effectiveness of the organization's initiatives integrating digital transformation initiatives.
  • 4. Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on education programmes.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnerships and alliances, and support fund raising for education programmes.
  • Participate in appropriate inter-agency (UNCT) meetings and events on programming to collaborate with inter-agency partners on UNDAF operational planning and preparation of education programmes/projects and to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
  • Identify and build partnerships with digital education providers, private sector and other relevant stakeholders to enhance the quality and effectiveness of the organization's digital education initiatives.
  • Act as a primary focal point for all Giga activities in BiH, support to the Giga Global team and lead activities related to all 3 pillars of Giga’s work – map, finance and connect.
  • 5. Innovation, knowledge management and capacity building

  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
  • Participate as a resource person in capacity building initiatives, especially those related to digital transformation, in order to enhance the competencies of organization and clients/stakeholders.
  • Identify and validate sustainable partnership and financing modalities for continuous investments for digital education, including public-private partnerships within the relevant legislative frameworks.

    For every child, the right to Care

    Pacific Island countries face significant climate and disaster risks, with children being especially vulnerable due to overlapping environmental hazards and limited access to essential services. To address this, UNICEF Pacific is developing country-specific Children’s Climate Risk Index and Disaster Risk Models (CCRI-DRMs) for Fiji, Solomon Islands, and Vanuatu. These models assess children's exposure and vulnerability to climate and non-climate risks at a subnational level, helping inform targeted policies and actions.

    UNICEF is collaborating with national ministries and UNITAR to integrate these models into government Decision Support Systems (DSS), enabling public access to child-focused risk data. Six workshops have been held to select indicators and validate data. The models are expected to be finalized by the end of August.

    The consultant will produce three analytical reports—one for each country—based on CCRI-DRM findings. These reports will support advocacy and action to protect vulnerable children from climate and disaster risks.

    How Can You Make a Difference?

    The consultant will help shape climate resilience for children across the Pacific by producing three country-specific brief analytical CCRI-DRM reports based on the CCRI-DRMs developed and provide a narrative document which includes methodologic, findings, highlighting the critical information, geographical areas, sectoral areas which are more critical, which will serve as an important outcome of climate and disaster risk analysis exercise currently ongoing for Fiji, Solomon Islands and Vanuatu.

    This assignment will involve developing three (3) report documents, involving country analysis reports for Fiji, Solomon Islands and Vanuatu covering, but not limited to, the following tasks:

    Key Responsibilities:

  • Develop a scoping report by defining the final structure of the report (see the draft structure below) and the scope of each section and familiarize with the country context based on literature review of risk context and recommendations for actions.
  • Provide a snapshot of prevalent and evolving climate change and disaster risks, drawing from the CCRI-DRM exercise and the existing literature.
  • Review and analyze the findings and results emerging from the CCRI-DRMs to highlight key risks and issues related to hazards and child vulnerabilities at both national and sub-national levels. Make use of infographics and visuals such as graphs, diagrams and tables to illustrate key data points and information.
  • Draft key messages drawn from the analyzed figures and key message per sector (WASH, Education, Health, Food and Nutrition, Child Protection, Social Protection).
  • Present recommendations to help accelerate action to better prepare for response, reduce disaster risks and adapt to changing climate conditions, with a focus on children and adolescents and their families and communities.
  • Prepare an executive summary per country.
  • Prepare country-specific slide deck on CCRI-DRM for government ministries and other developing partners.
  • Production of three- country specific reports will be a maximum of 20 pages each (excluding the acknowledgements, forehead, annexes and references) with the following structure:
  • Acknowledgements
  • Forehead
  • Executive Summary (including 3 to 5 key messages)
  • Introduction
  • CCRI-DRM Country Results (including at least information on analysis/interpretation of CCRI-DRM scores of countries (findings), Children’s exposure, Children’s vulnerability)
  • Responding to the Risks & CCRI-DRM: Uptake & Use
  • Methodological Approach (including definition of the Concept of Risk, CCRI methodology, Adaptation of the CCRI- DRM subnational model to each country, and Limitations and restrictions of the methodology)

    GUIDANCE FOR APPLICANTS:

    Please submit a separate financial offer along with your application. The financial proposal should be a lump sum for all the deliverables and should show a breakdown for the following:

  • Monthly / Daily fees– based on the deliverables in the Terms of Reference above
  • Miscellaneous- to cover health insurance, communications, and other costs.
  • CONDITIONS OF SERVICE:

  • Open to All : This consultancy is open to both national and international applicants.
  • Home-Based Assignment : The work will be conducted entirely remotely, offering flexibility while maintaining close coordination with the UNICEF Pacific team.
  • Structured Delivery : Given the short timeline, the consultant is expected to work continuously and deliver reports sequentially—one country report at a time—to allow for timely review and feedback.
  • Availability : The consultant must be available for virtual meetings scheduled during Fiji working hours.
  • All-Inclusive Proposal : The financial proposal should cover all costs associated with completing the assignment.
  • Reporting Line : The consultant will report directly to the UNICEF Climate and Environment Specialist based in Fiji.
  • Ethical Standards : The consultant is expected to uphold UNICEF’s core values and principles, including a rights-based and equity-focused approach, and maintain strict confidentiality of all data and information accessed during the assignment.

    Education

  • An advanced Master’s degree in Economics, Environment and Climate, Disaster Risk Management, Natural Resources Management, International Studies, or a related field.
  • Work Experience

  • Demonstrated experience in research and report writing, especially as a lead author.
  • Proven ability to write and edit publications related to climate, environment, and disaster risk reduction.
  • Experience working with UNICEF, UN agencies, or international organizations is an asset.
  • Familiarity with UNICEF’s writing and branding standards is a plus.
  • Experience producing knowledge management and communication materials for external audiences, including governments.
  • Understanding climate change and disaster risk issues in Small Island Developing States (SIDS) is highly desirable.
