Summary of Role

Quality Assurance Strategy
+ Manage, deliver, and execute the QA mandate and provide oversight to drive consistent and clear QA processes, monitoring, reporting and escalation.
+ Maintain common QA standards, procedures and governance processes to create and maintain consistent and best in class QA protocols.
+ Review the identified issues, gain agreement on planned actions and provide strategic remediation paths for key issues.
+ Support T&BE QA Director (QAD) in fostering a strong partnership across T&BE, 1st line Risk and Controls, 2nd and 3rd line functions to drive accountability to deliver on remediation activities.
+ Support T&BE QA Director (QAD) to define and implement future state strategies over Data Quality Assurance activities.
Quality Assurance Processes
+ Proactively support T&BE QA Director (QAD) in identifying and executing strategic decisions and initiatives.
+ Design, lead and ensure on-time and quality execution of QA reviews across assigned internal and regulatory issues portfolio in conformance with T&BE QA procedure. Supervise the team to ensure quality and concise QA workpapers and traceability matrix documentation. Ensure QA workflow tool is updated with accurate and complete information.
+ Demonstrate expertise of data management, risk and control and in-depth knowledge of the internal and regulatory issue remediation, Consent Order plan and interdependencies with other Issues/Regulatory Commitments.
+ Supervise allocated resources and budgeted hours for the assigned portfolio to ensure any potential deviations is addressed and provide timely feedback in QA workflow tool.
+ Drive positive change for T&BE to strengthen its risk management and control environment through successful Issue/RBCM remediation.
+ Support T&BE QA management to escalate any concerns/observations to relevant senior stakeholders and support them to identify solutions.
+ Support T&BE QA Director (QAD) to publish quality and on-time QA status reporting to T&BE leadership.
+ Support T&BE QA Director (QAD) to publish quality and on-time QA Clearance/Non-objection memo.
+ Support QAD to effectively plan and manage allocated resources and budgeted hours for the portfolio. Act as a mentor/coach to respective team members and provide training to T&BE QA team members as required.
+ Drive improvement initiatives to improve the quality and efficiency of the function.
+ This is a global role involving interaction with stakeholders across APAC, EMEA and NAM. Work timings accordingly will remain flexible.
**Qualifications:**
+ 14+ YOE.
+ Extensive experience in data management, risk and control, supervision, issues management QA / control and monitoring processes.
+ Specific subject matter expertise regarding data solutions including lineage, architecture and authoritative data sources, etc., data management, data governance, and risk and control disciplines within Data and/or Technology processes.
+ Ability to effectively drive and lead change in an organization with Citigroup's size.
+ Meaningful knowledge of the risk management framework, including risk identification, risk appetite and strategy, risk-related decisions, processes and controls, risk analytics and governance.
+ Experience working horizontally across an organization and participating in enterprise-wide implementations of major policy and relevant risk programs.
+ Comprehensive knowledge and understanding of strategic elements of financial, operational, technical, and regulatory environment across the company.
+ Experience in regulatory data remediation activities.
+ Broad understanding of relevant banking regulation and supervisory expectations for large complex financial institutions.
+ Well-developed listening skills and a strong ability to engage at the executive management level by providing proactive support and advice on a variety of risk matters.

**Position Responsibilities:**
+ Manage a team of systems engineers to develop and handle product line system requirements. Decompose aircraft level requirements and/or customer use cases to product line level i.e. equipment / systems software level requirements and establish tracing
+ Manages employees performing engineering and technical activities in the area of Systems Engineering
+ Develops project or operational plans aligned with department's objectives. Implement plans to ensure business, technical and customer requirements are achieved. Assigns authority and responsibilities to employees to implement the plan. Reviews plans' execution, makes appropriate adjustments, and resolves issues. Monitors appropriate metrics to ensure performance to plan.

**Basic Qualifications (Required Skills/Experience):**
+ Bachelor's or Master's Degree / Mechanical Engineering is required as BASIC QUALIFICATION
+ Experience in People Management, Performance Management
+ Experience in application of SAE ARP 4754 for Systems Engineering aspects
+ Exposure to SAE ARP 4761 for Safety Evaluations
+ Excellent requirement writing skills.
+ Experience in performing System Safety Assessments
+ Support deliveries as defined in the data requirements list (CDRL) to the Boeing collaborators.
+ Adapt Model Based System Engineering where applicable.
+ Knowledge of DO178, DO254, DO160 standards

+ Manage system upgrades, integrations, vendor coordination, and end-user adoption strategies.
+ Ensure seamless interoperability between engineering systems and enterprise platforms (e.g., ERP, MES, QMS).
+ Guide the evaluation, adoption, and lifecycle of emerging technologies (e.g., Databricks, data lakes, data fabrics, AI/ML, containerization, real-time streaming analytics) to enhance analytics capabilities for advanced manufacturing use cases.
+ Champion the development of advanced analytics capabilities, including predictive maintenance, process optimization, and quality analytics using data science, software engineering, and AI/ML tools.
+ Serve as a steering member and critical issue point for major data platform projects, system incidents, and strategic vendor relationships.
+ Develop and manage COE resource plans, budgets, and external partnerships to ensure organizational objectives are met.
+ Foster a culture of innovation, multi-functional knowledge sharing, and continuous improvement throughout the COE and the global manufacturing analytics community.
+ Oversee comprehensive documentation, knowledge management, and training programs to support global adoption and sustainable value of data platforms and analytics solutions.
+ Champion change management strategies to embed data-driven thinking and analytics adoption at all organizational levels.
+ Represent Amgen Engineering Systems Data strategy and practices to senior leadership, regulatory agencies, and external technology partners as required.
+ Enable Engineering analytics, visualization, and insights by integrating structured and unstructured data sources.
+ Champion the adoption of digital platforms to improve equipment lifecycle management, preventive maintenance, and asset performance.
**What we expect of you**
**Basic Qualifications**
+ Doctorate degree / Master's degree / Bachelor's degree and 8 to 13 years of Information Systems, Engineering, or a related rigor.
+ 8+ years of relevant experience in IT or engineering systems, including enterprise platforms in a regulated industry.
+ Demonstrable experience managing enterprise applications such as SAP EAM, Planisware, or metrology software.
+ Knowledge of engineering operations, capital project lifecycle, and asset management standard processes.
**Preferred Qualifications**
+ Master's degree in engineering, Information Systems, or Business.
+ Experience with cloud-based platforms (AWS), APIs, and integration middleware (e.g., Mulesoft).
+ Familiarity with building information modeling (BIM), digital twin architecture, or Smart Factory frameworks.
+ PMP, Six Sigma, or ITIL certifications.
+ Good communication, influencing, and multi-functional leadership skills.
**Good-to-Have Skills:**
+ Familiarity with big data technologies, AI platforms, and cloud-based data solutions.
+ Ability to work effectively across matrixed organizations and lead collaboration between data and AI teams.
+ Passion for technology and customer success, particularly in driving innovative AI and data solutions.
+ Experience working with teams of data scientists, software engineers and business experts to drive insights
+ Experience with AWS Services such as EC2, S3, Redshift/Spectrum, Glue, Athena, RDS, Lambda, and API gateway.
+ Experience with Big Data Technologies (Hadoop, Hive, Hbase, Pig, Spark, etc)
+ Good understanding of relevant data standards and industry trends
