About REAPPL:
Runaya Eckart Aluminium Powders Private Limited joint venture Runaya (60%) and Eckart (40%) is setting up a greenfield 5000 TPA gas atomized spherical aluminium powder plant at Jharsuguda, Odisha, adjacent to Vedanta’s aluminium smelter. The molten metal required shall be sourced from Vedanta smelter and the manufactured powders produced will cater to high-technology sectors such as aerospace, solar, automotive pigments, chemicals, and rocket boosters.

Eckart is part of ALTANA and is the leading international manufacturer of metallic and pearlescent pigments for the paints and coatings industry, the graphic arts, plastics, aerated concrete and cosmetics industries. The product range encompasses all kinds of pigments and even press-ready metallic printing inks. As of 2024, the ECKART Group employed 2,100 people worldwide, achieving sales of EUR 434 million.
The Opportunity: Head HSE, REAPPL | Location: Jharsuguda
We are looking for a highly motivated leader for Head HSE position. The roles & responsibilities involve:
- Develop, implement, and maintain a comprehensive HSE strategy aligned with the organization's overall business objectives.
- Regulatory Compliance: Ensure compliance with all applicable Acts, HSE regulations, standards, and permits.
- Conduct regular risk assessments to identify potential hazards and implement appropriate control measures.
- Investigate and analyse incidents to determine root causes, implement corrective actions, and prevent recurrence.
- Develop and maintain emergency response plans, conduct regular drills, and ensure the organization is prepared to handle emergencies effectively.
- Develop and deliver HSE training programs to employees at all levels including business partner employees, ensuring they have the knowledge and skills to perform their jobs safely.
- Track and report on key HSE performance indicators, identify areas for improvement, and implement corrective actions.
- Foster a culture of continuous improvement in HSE performance through initiatives such as audits, inspections, and benchmarking.
- Liaison and foster strong communication channels and collaboration with internal and external stakeholders
The Successful Candidate:
- Bachelor’s degree in occupational safety and health, or a related field. (Other certifications are added advantage)
- Minimum 5+ years of experience in HSE management, preferably in a metal & mining industry.
- Approved Safety officer as per Odisha Factory Act.
- Strong knowledge of Factory Act, Environmental guidelines, HSE regulations, standards, and best practices.
- Experience in green field/brown field expansion projects.
- Experience in environmental compliance and permitting.
- Excellent communication and interpersonal skills

- Ensure compliance with all statutory labor laws, Factory Act provisions, and company policies.
- Implement and manage employee engagement initiatives to enhance productivity and morale.
- Address employee grievances through structured grievance redressal procedures.
- Ensure harmonious employee relation.
- Partner with functional heads to understand manpower requirements and drive effective recruitment.
- Lead onboarding, training, and capability-building programs to align with business needs.
- Drive performance management processes, ensuring timely appraisals, constructive feedback, and career development.
- Maintain accurate employee records, ensuring data confidentiality and integrity.
- Oversee plant administration, including transport, travel, office management, and facility management.
- Act as a strategic partner in plant operations, change management, and timely project completion.
- Collaborate with regional and corporate HR teams to implement HR policies, systems, and best practices.
- Supervise security services and CSR activities at the plant
The Successful Candidate:
- Postgraduate in HR/IR/Personnel Management (MBA/MSW/PGDM or equivalent).
- 3–5-7 years of progressive HR experience, with significant exposure to manufacturing/plant HR .
- Strong knowledge of labor laws, factory act provisions, and industrial relations.
- Demonstrated experience in statutory compliance, and contract workforce management.
- Strong leadership and people management skills.
- Excellent communication, negotiation, and interpersonal skills.
- Strategic mindset with the ability to drive change.
- Crisis management and problem-solving ability.
- High integrity, resilience, and business acumen.
