About the Role:
The Chief Financial Officer Division is led by the Chief Finance Officer (CFO) who reports to the Chief Executive Officer of CHS. The Division is responsible for procurement and supply chain operations, the development and maintenance of budgets, financial management, and for providing strong operational finance and performance reporting analysis across the health service.
The Procurement and Supply (P&S) Branch is part of the CFO Division and manages the organisation’s procurement requirements including goods and services acquisition, inventory management, invoice processing and delivery to hospital wards and other end users. P&S comprises four teams, Procurement Clinical Equipment, Procurement Inventory and Services, Supply Chain, and Supply Operations. P&S is accredited with Level 4 – Advanced (Lead Buyer) under the ACT Government Procurement Framework, capable of delivering all aspects of high value and high-risk procurement projects.
This position reports to the Director of Procurement and is primarily an onsite role located at the Canberra Hospital in Garran or the CHS Distribution Centre in Hume.

GSS seeks a seasoned professional in procurement with a focus on strategic sourcing to support the overall **Technology Category** for BlackRock **at a global level** . The subcategories within this space include cloud computing, SaaS software, IT consulting, networks & telecom, fintech, hardware & data centers.
This professional should be responsible for **end-to-end management of strategic sourcing activities** -- from understanding stakeholder needs and available suppliers in the marketplace, to performing supplier assessment & due diligence, to negotiating, redlining, and executing supplier agreements in a timely fashion.
**Principal duties include:**
+ **Strategic Advisory:** Serve as a strategic advisor to all levels of management on all matters related to sourcing and procurement, offering insights and recommendations to optimize processes and achieve business objectives.
+ **Sourcing Strategy Development:** Develop and implement comprehensive sourcing strategies through competitive bidding, proofs-of-concept, demand management, supplier consolidation, and process reengineering efforts that align with the company's overall business goals, ensuring cost-effectiveness, quality, and social responsibility.
+ **Supplier Relationship Management:** Build and maintain strong relationships with key suppliers, negotiating and drafting favorable terms into contracts, ensuring the highest standards of quality and service.
+ **Market Analysis:** Conduct thorough market research and analysis to identify trends, risks, and opportunities within the supply chain, and prepare PowerPoint decks to support informed sourcing decision-making.
+ **Cost Management:** Implement cost-saving initiatives and strategies to reduce overall expenses without compromising on quality or performance.
+ **Risk Management:** Identify potential risks within the supply chain and develop mitigation plans to ensure business continuity and minimize disruptions.
+ **Cross-Functional Collaboration:** Work closely with internal stakeholders, including Business Function Leads, Category Leads, Third Party Risk, and Legal teams around the world in the negotiation of General Services Agreements, Engagement Letters, and Statements of Work.
+ **Compliance and Ethics:** Ensure all sourcing and procurement activities comply with corporate policies, ethical standards, and legal requirements.
**Experience required:**
+ 3 to 7+ years of strategic sourcing experience at a consulting, technology, or financial services firm, with a proven track record of success in a technology-related strategic sourcing advisory role.
+ A passion for the technology sector, including a comprehensive understanding of IT market drivers, trends, and dynamics.
+ Familiarity with category planning, competitive bidding techniques (RFI, RFP, RFQ), creation of business cases, vendor selection, vendor risk due diligence, operations management, and vendor dispute/escalation management.
+ Financial modelling skills to build multiple negotiation scenarios, total cost of ownership models, consumption models, and demand forecasts based on spend analytics and other data sources.
+ Ability to construct polished presentations that present data to influence the decisions of senior stakeholders.
+ Depth in drafting, redlining, and negotiating global contracts, including experience drafting engagement letters and service level agreements (SLAs), with professional service providers. This includes a solid understanding of contract law, including demonstrated ability to understand, interpret and articulate key legal terms in agreements.

+ Proficient MS Office skills, including experience using CoPilot and other AI software products.
**Education Requirements:**
+ Bachelor's Degree, with preferences for Computer Science, Engineering, Economics, Finance, Data Science, Operations Research, Supply Chain Management, Entrepreneurship, or Legal Studies.
+ Advanced degrees in Engineering, Business, Law, or related areas are a plus.

**Primary Responsibility**
+ Responsible for initiating and managing RFQ, lead time, should cost (Cost estimation) request assigned by internal stakeholders.
+ Able to utilize existing supplier matrix for quoting, negotiate and award business to supplier.
+ Drive dual sourcing to ensure supply continuity, understand long-lead drivers and develop lead time mitigation strategies.
+ Collaborate with cross-functional teams to define sourcing strategies/ plans for NPI/ Pilot projects.
+ Responsible for supplier part qualification per inspection requirements for components identified as critical parts.
+ Ability to understand multi-level BOM, read drawings, special process/ specifications and communicate with suppliers.
+ Identify make vs. buy opportunities and drive alignment/decision with key stakeholders
+ Using software tools, perform regular cost roll-up and analyze cost performance to drive corrective action as required to achieve product cost target.
+ Responsible for resolving discrepancies between cost targets and quoted cost, create and deliver presentations to program executives and CFT stakeholders.
+ Develop supplier selection process for piece parts and outsourced modules/ assemblies, identify supply chain risks supporting sourcing decisions.
+ Ensure smooth product transition from NPI to volume manufacturing.
**Qualification & Experience**
+ Bachelor's degree in engineering (Preferably Mechanical, Manufacturing, Electrical or Electronics) with minimum of 6 years of experience into sourcing, program management and supplier management.
+ Must have Mechanical/Electrical/Electronics commodity experience
**Job Specific skills/Knowledge (Mandatory)**
+ Should have prior **sourcing, negotiation, dual sourcing, and supplier management** experience.
+ Should have prior experience in **Cost Optimization, Spend Analysis**
+ Proficient with MS Office. **Excel** is a must
