Job Description

Job Purpose:

  • To plan, implement and review HR & IR policies of Harihar Polyfibers (HPF) and Grasilene Division (GRD) units and monitor activities for promoting competence and motivati on in employees and thereby achieve higher levels of productivity and efficiency with healthy work practices and maintain cordial relationship with local administration/ public. Also, to fulfill the responsibilities of a Factory Manager under the Factories Act.

Key Result Areas/Accountabilities:

Accountability:

  • Core Accountabilities Ensure development and implementation of systems for manpower planning, recruitment and induction. Identification of training needs and facilitating training to promote competency.

Supporting Actions:

  • To identify key positions that require manning, well in advance through business plans / retirements.
  • To formulate appropriate Career & Succession Plan for high performing / high potential employees. Identification of training needs and facilitating training to promote competency.
  • To conduct periodic training need survey.
  • To get feedback through appraisal system, and from Shop Floor Managers.
  • To get skill requirements that are required in the automated processes that are planned.
  • To design & develop suitable training programmes.

Accountability:

  • Review personnel policies periodically, and monitor their implementation. Review
  • performance management system periodically, and monitor their implementation.

Supporting Actions:

  • To get the feedback through formal surveys, Exit Interviews and Communication Sessions.
  • To get inputs from the OHS Task Forces working on this Variable.
  • To review the policy based upon the periodic feedbacks to meet the aspirations of the employees vis- -vis organization core policies. Review performance management system periodically, and monitor their implementation.
  • To organize periodic training programmes for Head of the Departments on Performance Management to make the appraisal system as objective as possible.
  • To ensure that meaningful appraisal interviews take place.
  • To provide feedback to the Appraisees with regard to their performance levels.

Accountability:

  • Reduce employee cost through organisation restructuring and productivity improvement.

Supporting Actions:

  • To inculcate better work practices avoiding doing non-value adding jobs.
  • To develop multi-skill among employees to make them flexible to work anywhere in the plant.
  • To facilitate employees to get input in running new automated facilitates / modern machines / instrumentation systems.
  • To motivate surplus employees to opt for Voluntary Separation.
  • To oversee various manpower rationalization studies with Consultants like NPC.

Accountability:

  • Maintain harmonious relationship with labour Unions and conduct Productivity Linked Wage Settlements to contain wage bill.

Supporting Actions:

  • Maintain harmonious relationship with labour Unions and conduct Productivity Linked Wage Settlements to contain wage bill.
  • To share and communicate on regular basis the economic scenario in general and position of our products in the market in particular.
  • To organize developmental classes for Trade Union Leaders & Executive Committee Members / Opinion Leaders.
  • To furnish regularly employee productivity in relation to other similar organizations and to drive home the need to improve productivity.
  • To give Management demands to the unions during Settlement negotiations and see that unions agree for productivity improvement through manpower reduction, taking up multi-skill jobs, job enrichment, job rotation and assuming higher responsibility through empowerment.
  • To make employees involve themselves actively in World Class Manufacturing practices in increasing the life of the machines, cost cutting measures, 5S practices, etc.

Accountability:

  • Effectively manage contract labour employment practices. Organise efforts towards handling of legal cases related to employees and safeguard companys interests.

Supporting Actions:

  • To reduce dependence on Contract Labour and minimise their use.
  • To minimise the number of Contract Labourers.
  • Improve systems related to contract labour management. Organise efforts towards handling of legal cases related to employees and safeguard companys interests.
  • Ensure appropriate representation in tribunals/ courts, etc.
  • Keep abreast of all amendments in law, court judgements and update other staff on the same.

Accountability:

  • Important Accountabilities Maintain effective liaison with Labour & Factory Inspectorate, District Administration, and local public at large. Ensure safety and security of employees and factory premises/plants.

Supporting Actions:

  • To keep communication channel open and active with all the Government Departments to ensure their cooperation at the right time and at all times.
  • To make periodical visits to important Government Establishments to meet respective Head of the Departments and to appraise them the requirements of the industry.
  • To keep active liaison with the Local Leaders, Panchayath, Zilla Parishath and Legislative Assembly Members to use their positions at the required time. Ensure safety and security of employees and factory premises/ plants.
  • To provide necessary safety gadgets to the employees as recommended in the Factories Act.
  • To organize health examination and other health check-ups to meet statutory
  • requirements.
  • To ensure security of material and machinery in the factory by appropriately deploying Security Guards round the clock.
  • To organize safety awareness workshops for employees periodically.
  • To organize training programmes for security guards to cover security / vigilance aspects apart from Fire Fighting training.
  • To keep vigilance round the clock to ensure land property of company is not encroached.

Accountability:

  • Organise employee related sports, cultural and welfare activities.

Supporting Actions:

  • To plan and conduct sports events for employees at-least twice in a year to build healthy relationship between the departments / units.
  • To organize cultural events like, Dramas, Music Concerts, National & Religious
  • Festivals throughout the year as part of entertainment and to provide an opportunity for the families of the employees to meet at a venue.
