The Policy team at J-PAL South Asia (J-PAL SA) at the Institute for Financial and Management Research (IFMR) disseminates findings of J-PAL’s research; engages with governments, civil society, and academic stakeholders; catalyzes scale-ups and replications of effective projects; and supports the setting up of new randomized evaluations to address policy challenges.

J-PAL South Asia seeks a Policy Associate to contribute to its mission of promoting evidence-informed policy. The Policy Associate will support the Policy team’s mandates of initiating new randomized evaluations, synthesizing and disseminating evidence, and supporting ongoing partnerships with governments, international organizations, philanthropic foundations and NGOs in India. The Policy Associate will support work across these mandates on J-PAL’s Healthsector, and other sectors as required. The position will provide the right candidate with exposure to a vast array of partners and projects on the evidence-to-policy spectrum within these two sectors.

Candidates should demonstrate an understanding of impact evaluation methods (especially randomized evaluations), have experience working on health projects, and have excellent communication skills.

Key Responsibilities

Supporting Health sector: Work closely with the Health Sector Lead in J-PAL South Asia's Policy Team to support the generation, synthesis, and dissemination of evidence in the Health sector.

Support Randomized Evaluations: Collaborate with implementing partners and J-PAL affiliated researchers to initiate new randomized evaluations in the health sector. Provide guidance to researchers on navigating the Indian policy landscape and health systems, guide NGOs in the design of randomized evaluations.

Monitor Policy Landscape: Track policy developments in health in India and create comprehensive policy notes and trackers to support outreach for J-PAL SA’s health sector.

Health Sector Strategy: Contribute to designing and operationalizing the overall strategy for the Health sector.

Dissemination and Synthesis: Write clear, accurate, and non-technical summaries of J-PAL’s evaluations tailored for policy audiences, ensuring the findings are accessible and impactful. Develop knowledge products to disseminate findings from J-PAL’s evaluations.

Government & Donor Engagement: Assist senior staff in preparing background notes, memos, and presentations for partnerships with governments, implementing partners, and donors.

Qualifications

KEY RESPONSIBILITIES:

Support J-PAL’s Policy Team in its mission of promoting evidence-informed policy in the Health Sector: This will entail understanding, summarizing and supporting the dissemination of J-PAL evidence in the health sector; coordinating and communicating with the global policy lead for the sector; and working with government, civil society partners, and donors to promote the production and use of rigorous evidence in the Health sector:

  • Evidence Generation: Lead networking and follow-up with relevant government partners, civil society partners, donors and media to understand their policy priorities and promote the use and production of rigorous evidence.
  • Catalyse new randomized evaluation research by matching innovative projects in the region with J-PAL affiliated professors in the sector.

    Secure buy-in from governments and other organizations to launch pilots and evaluations of innovations in health.

    For each partnership, the selected candidate is expected to provide support on building consensus on learning objectives, research design, and identifying funding opportunities.

  • Evidence Synthesis and Dissemination: Develop dissemination notes, toolkits and other knowledge products that synthesise and summarize evidence from J-PAL evaluations related to Health (e.g., evidence summaries, briefs, policy memos, concept notes, letters, presentations).
  • Write about J-PAL’s evaluations in relevant documents with clear, accurate, and non-technical language. Analyse and contextualize research results from J-PAL’s ongoing and completed Health sector work for evidence dissemination through customized decks, briefs, reports and op-eds.

    Represent J-PAL SA at policy-relevant events and in meetings with relevant stakeholders, to share and present evidence.

  • Stakeholder Engagement: Build and maintain relationships with key partners in governments, NGOs, foundations, and multilateral aid agencies in the region.

We’re actively seeking accomplished leaders to champion our vision and steer us towards successful Policy Administration and Claims Management core product (“Policy Admin Software” or “PAS”) strategy execution.

    We are seeking a skilled and innovative Software Product Owner to lead the creation and success of the new global platform. The ideal candidate will be responsible for developing the product vision by aligning business goals, user requirements and technical capabilities. They will guide the product development process, ensuring alignment with market and regulatory demands, to deliver a high-quality global software solution.

    Responsibilities

    • Global Product Ownership and Leadership:
      • Serve as the internal voice of the customer, internal and external, for the core of the global platform.
      • Act as the primary point of contact for defining, prioritizing, and delivering product features and enhancements in alignment with the Policy Admin software roadmap.
      • Lead, mentor, and manage software Product Owners (and indirectly their Scrum teams), fostering a culture of innovation, collaboration, and excellence around the software product.
    • Market Analysis & Strategy: Conduct market analysis, competitive research, and gather customer feedback to continuously enhance and evolve the products to meet business demands.
    • Requirement Gathering:
      • Defines system features and participates in validation with country Product Owners
      • Collaborate with stakeholders and development teams to gather and define product requirements, ensuring clear, detailed user stories and acceptance criteria for the development team.
      • Contribute to Cigna’s operational excellence by driving Product Owners to constantly seek to improve end-customers’ and internal users’ experience on the platform
    • Prioritization & Roadmapping:
      • Responsible for the scope of work that the Agile Release Train (ART) will complete, and the vision and roadmap for the Agile Release Train (ART).
      • Manage the product backlog, prioritize features, and create a clear product roadmap, considering market trends, customer feedback, and business goals.
    • Development Team Collaboration: Work closely with software development teams (engineers, designers, testers) to ensure the timely and quality delivery of software products. Provide guidance, answer queries, and facilitate a structured development process.
    • Quality Assurance & User Experience:
      • Ensure the delivered products meet high-quality standards, conduct regular reviews, and maintain a focus on providing an exceptional user experience.
      • Apply Agile management values to empower teams and make them as self-managing as possible
    • Communication & Reporting:
      • Maintain clear and constant communication with stakeholders, reporting on progress, risks, and upcoming features to various teams and management.
      • Build strong working relationships with key stakeholders

    Requirements

    • Experience: Proven experience (7+ years) as a Technical Product Owner or similar role in commercial software product development.
    • Scrum development system oversight: monitor and track progress of scrum based development teams as per prioritization
    • Ability to navigate complex stakeholder landscapes and drive consensus.
    • Technical Skills: Strong understanding of software development methodologies (Agile, Scrum, etc.), technical concepts, and the software development lifecycle.
    • Communication & Collaboration: Excellent communication, leadership, and collaboration skills to work effectively with cross-functional teams and stakeholders.
    • Analytical Thinking: Strong analytical skills to interpret market trends, user feedback, and prioritize features based on business value.
    • Education: Bachelor’s or Master’s degree in Computer Science, Engineering, Business, or related fields.
    • Domain expertise: Strong undertsanding of Health Insurance domain with experience in managing and developing Claims and policy administration platforms. Exposure to both Individual and Group health plans a distinct advantage.
    • Global and regulatory landscapes: Strong understanding and experience of working practices across multiple geographies. Experienced with regional nuances such as tax rules, regulatory interfaces, multi-currency, multi-language etc

    We are seeking a visionary Chief Architect to define and drive the architectural vision and strategy for the global healthcare policy admin platform, in alignment with enterprise technology strategy and the product owner’s vision and strategy.  They will ensure that our software is designed and developed as a product, is innovative, scalable, adaptable to regional requirements, aligned with business objectives and engineered for multi-country roll out and support.

    Responsibilities

    • Technology Strategy:
      • Defines and implements the technology strategy, guiding the overall architecture and design of our global policy admin software product.
      •  Guides the company on strategic Architecture decisions and provides advice that has a significant impact on strategic planning (e.g. build vs. buy, short-term vs. long-term solutions, etc.)
    • System Architecture:
      • Designs and develops IT architecture (integrated process, applications, data and technology) solutions to business problems in alignment with the enterprise architecture direction and standards.
      • Develops and maintain the software architecture, ensuring scalability, performance, flexibility, reliability, and security, and ensuring that it aligns with industry best practices.
      • Develops specifications for new products/services, applications and service offerings.
      • Performs technical planning, architecture development and modification of specifications
    • Technical Leadership:
      • Leads project teams to achieve milestones and objectives
      • Solves unique and complex problems that have a broad impact on the business
      • Provides technical leadership and mentorship to development teams, ensuring alignment with architectural standards and guiding the implementation of best practices.
    • Collaboration: Works closely with the Product Manager, Head of Software Engineering, global and local architects, and other stakeholders to ensure that the technical architecture aligns with product requirements and regional market needs.
    • Innovation and Research: Stay updated on emerging technologies, conduct research, and propose innovative solutions to enhance the quality and capabilities of our software products.

    Requirements

    • Proven experience (10 years) as a Chief Architect or in a senior technical leadership role within commercial / multi-tenant software development.
    • Possesses industry-wide authority and represents the organization externally.
    • Widely recognized Architecture expert and thought leader by both internal and external community and is responsible for the technical leadership of a software product
    • In-depth knowledge of software architecture, design principles, and best practices, with a strong background in system scalability and performance.
    • Excellent communication skills to effectively convey technical concepts to both technical and non-technical stakeholders.
    • Leadership and mentoring abilities to guide and inspire technical teams.
