Government Engagement & Policy Advocacy

·     Cultivate strong relationships with stakeholders in ministries, departments, and government agencies (Central & State).

·     Represent The A App in public policy and governance forums.

·     Align our offerings with national programs like Digital India , DBT , Skill India , and others.

·     Monitor policy trends and provide strategic inputs to internal stakeholders.

Business Development & Revenue Generation

·     Identify and pursue government-led opportunities (e.g., surveys, feedback platforms, grievance redressal, digital outreach).

·     Lead participation in RFPs, RFQs, EoIs , and tenders—managing proposal development, compliance, and submission.

·     Negotiate and close MoUs , contracts , and work orders .

Strategy & Execution

·     Develop and own a government go-to-market (GTM) strategy.

·     Collaborate with internal teams to tailor offerings for government needs (e.g., public communication, impact assessments).

·     Ensure execution meets defined SLAs and government deliverables by working closely with product and tech teams.


Requirements

Education

·     MBA/PGDM from top-tier institutes (IIMs, ISB, XLRI, FMS, SPJIMR, MDI, etc.)

·     Undergraduate degree in Engineering, Economics, Public Policy , or related disciplines is a plus.

Experience

·     5–6 years in:

o     Public policy consulting

o     Government relations

o     Public sector business development (preferably in think tanks, civic-tech startups, or large consulting/GovTech firms)

·     Demonstrated success engaging ministries and converting government opportunities into commercial outcomes.

Skills

·     In-depth knowledge of government functioning and procurement systems (GeM, RFPs, tendering, MoUs).

·     Exceptional stakeholder management and negotiation skills.

·     Strong verbal and written communication.

·     Commercial orientation with the ability to convert government interest into revenue streams .

Role Overview:

Palladium is seeking a dynamic and experienced Public Policy Expert to support apex housing authority of Maharashtra in designing, implementing, and evaluating housing-related policy reforms, including rental housing governance, legislative amendments, and stakeholder engagement. The expert will play a key role in shaping inclusive, sustainable, and data-driven housing strategies for Maharashtra.


Key Responsibilities:

  • Lead policy research and drafting for policies related housing legislation.
  • Develop frameworks for rental housing governance, including digital platforms, grievance redressal, and eviction protocols.
  • Prepare policy briefs, consultation papers, and presentations for senior decision-makers.
  • Support implementation of the MMR Growth Hub strategy, focusing on housing, inclusivity, and sustainability.
  • Analyse legal and regulatory overlaps and recommend harmonisation strategies.
  • Facilitate stakeholder consultations, workshops, and public engagement processes.
  • Act as the primary interface between Palladium and government stakeholders, ensuring that project objectives are aligned with client priorities, policy frameworks, and institutional mandates.
  • Navigate administrative processes, build consensus across departments, and manage reporting, timelines, and compliance. Facilitate high-level meetings, workshops, and inter-agency coordination to support seamless execution.
  • Monitor policy impact and recommend course corrections based on feedback and data.


Qualifications & Experience:

  • Master’s degree in urban planning / management, Public Policy, Governance, and Social Sciences or related field.
  • Minimum 5 years of experience in public policy, preferably in housing, urban development, or governance.
  • Experience working with government agencies, multilateral institutions, or consulting firms.
  • Excellent writing, analytical, and communication skills.
  • Familiarity with digital governance tools and data-driven policy design is a plus.


Preferred Skills:

  • Legal drafting and legislative analysis.
  • Stakeholder engagement and consensus building.
  • Policy impact assessment and monitoring.
