About the role.

Are you passionate about leveraging digital systems and data to drive meaningful change in healthcare? Join the Royal Rehab Group as a Policy Officer & Systems Administrator and play a pivotal role in supporting clinical governance, organisational learning, and policy management across our diverse services.

In this dynamic and multifaceted position, you’ll oversee key digital platforms from incident and quality systems to policy management and learning management systems, ensuring smooth operation and data integrity. Your expert analysis and insights will directly inform continuous improvement initiatives and strategic decision-making, helping us enhance safety, compliance, and organisational performance.

Reporting to the Quality, Safety and Risk Coordinator, you will also lead the development and implementation of best practice policies and procedures, identifying opportunities to streamline processes and improve user experience across the organisation.

Key responsibilities include:

  • Maintains a degree of independence to develop a suitable approach in managing the workload and provision of advice and recommendations as well as input to the development of relevant systems, frameworks, team planning and projects.
  • Collect, extract, and analyse data from multiple systems to generate reports on quality, safety, compliance, training, and performance.
  • Build and maintain dashboards to support organisational insights and identify trends, and opportunities for improvement based on data findings.
  • Provides effective coordination and stakeholder engagement to ensure Group policies are developed, reviewed, communicated and monitored in a timely manner including writing style, structure and format.
  • Maintain an up-to-date register of policies for which the Group is responsible, identifying any policies due for rescission, transfer, renewal or development and working with the relevant leads to facilitate their timely completion to ensure compliance with legislation, regulatory agencies and accrediting bodies.
  • Prepare high quality written advice in the form of reports, briefs, policy, discussion papers, or circulars to inform, respond to requests, or initiate consideration of new policy initiatives.
  • Maintain core clinical governance and learning & development systems as the administrator (incident and quality system, policy platforms, learning management systems), ensuring accuracy of data, maintenance, accessibility and resolution of any system failures and troubleshoots issues.
  • Manage user accounts, credentials, permissions, access rights, storage allocations, and active directory administration for core clinical governance systems.
  • Delivers technical system support to users and staff (either in-person or remotely).

  • Demonstrated skills and experience in undertaking all stages of the policy cycle (development, implementation and review).
  • Demonstrated understanding and experience in data analysis and reporting including validating and analysing data to track compliance and generate actionable insights.
  • Demonstrated understanding of governance systems with proven ability to support and engage relevant stakeholders to maintain system configuration, user access, workflows, and data integrity.
  • Excellent organisational skills and demonstrated ability to effectively manage time to prioritise competing demands.
  • Demonstrate high level oral and written communication, interpersonal and consultation skills with the ability to build strong working relationships with stakeholders.
  • Demonstrated ability to work under broad supervision and to effectively self-manage the day-to-day workflow of the position.
  • Demonstrated ability to provide strategic and issue specific advice at all service levels in relation to policy and incident management systems, processes and issues.

**Job organizational context**:
Chennai Field Office is responsible for programming in Tamil Nadu and Kerala. The combined population of Tamil Nadu (76 million) and Kerala (35 million) is around 110 million. As per the SDGs Ranking of 29 States in India, Kerala and TN occupy the first and second position in 2021. TN contribution to GDP of India is second highest at 8.6 percent. Per Capita income of Tamil Nadu is 3200 USD and Kerala at 3300 USD (2019) higher than national average of 2100 USD. There are number of children of migrant labor from other states and these face access barriers to social services. Lack of adequate enumeration of disabled persons, has resulted in depriving of them of basic rights. All these are further accentuated by the large coastline, frequent floods, climate change challenges and rapid urbanization (more than 50% population live in Urban areas) leading to urban slums. To move the social policy agenda, there is a need to strengthen the focus to reach the last mile, mainstream equity (including disability, and gender) concerns across plans and budgets at all levels.

The focus of the office will be on introducing upstream programming strategies which include the four pillars of the Social Policy Outcome, namely public finance for children, decentralization, Social protection and child friendly local governance as well as building of a social protection system to protect vulnerable families and their children. The incumbent will work with a wide range of partners linked to State and District governments, academia, private sector, community led organizations and Civil Society Organizations. Given the inter-sectoral nature of child protection, child survival and education, emphasis is put on the importance of the roles of other relevant social protection sectors cross cutting areas such as early childhood and adolescent development.

**Purpose of the job**:

- Under the general guidance of the Chief Social Policy, the Social Policy officer is accountable for providing technical support and assistance in all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization, and accountability measures to increase public participation and the quality, equity and coverage of social services.

This team works closely with government bodies, regulatory departments and other relevant stakeholders to achieve slice’s objectives. By leading our engagement efforts, the team ensures that slice remains compliant and competitive in the markets we operate in.

What You will do

Provide direction and guidance on policy strategies that align with slice’s business goals.
Represent slice’s interests with regulatory bodies, industry associations, and other stakeholders at local, state, and national levels
Monitor and analyse legislative and regulatory developments to identify emerging opportunities and challenges that may impact the business.
Provide strategic, data-driven insights and recommendations to senior leadership on key policy matters, ensuring proactive decision-making.
Develop and implement strategies to address critical legislative, regulatory and public policy proposals.
Serve as a subject matter expert in policy-related matters, offering both tactical and strategic advice to senior leadership.
Build and maintain strong relationships with key stakeholders across regulatory, industry, and business networks.
Actively engage with industry associations and forums to advocate for slice’s priorities and contribute to shaping relevant policy frameworks.

What you will need

5+ years of experience in public policy and regulatory affairs, with a strong focus on the Indian market.
A strong network of stakeholders, including at senior levels, with a demonstrated ability to effectively and comfortably interact at the highest levels.
An extensive understanding of the policy climate in India, with an informed global perspective, combined with sound and practical business judgment and common sense.
An ability to anticipate emerging issues of importance to the company, communicating their impact on slice to senior management, and developing a strategy to address them effectively.
Ability to identify and understand key technical aspects pertaining to corporate operations in legislative and regulatory proposals, understand business implications, and synthesize policy documents for internal and external customers.
Exceptional communication, negotiation, and interpersonal skills, with the ability to build consensus and manage complex stakeholder relationships.
Sound business judgment and a practical approach to policy development and regulatory compliance.
