Job Description

• Ensure the relevance and quality of the financial information on the monthly performance of projects.
• Guarantee monthly communication and alerts to the concerned departments (Business, Technical Management, Sales Administration, Finance, etc.).
• Take over budget evaluation and re-evaluation of cost estimates in collaboration with project managers.
• Track and monitor the overall project budget concerning defined goals (Targets).
• Ensure the alignment of our elements with the Back-Office and Finance.
• Produce analyses and summaries by Business area and by Technical Management.
• Organize and manage the processes for constructing semi-annual targets on which the objective systems are based.
• Independently organize monthly project review meetings with business units and Technical organization.

These activities should be carried out with the following mindset:

• A high level of interaction and collaboration with Business, Technical Management, and support functions (Finance/Sales, Quality, etc.).
• A global, pragmatic, and simplified approach.
• Challenging current processes with the aim of rationalization.

• Profile:
• Degree in business administration with a specialization in controlling, finance, or management.
• 4-10 years of professional experience in project controlling, ideally in a multicultural environment.
• Knowledge of a back-office environment (SAP, Oracle…)
• Excellent knowledge of Microsoft Office, especially Excel
• Knowledge of Power BI is an advantage.
• Affinity for numbers and strong analytical thinking skills.

The major duties, tasks, and responsibilities are below:
+ Learning the project control lifecycles & procedures for different global water projects.
+ Assist Senior project managers / project managers in developing Project Controls Systems specific to the Project including:
+ Setting up WBS
+ Set up Progress Measurement System (PMS)
+ Develop the Schedule, S-Curves and Manpower Histograms
+ Cost Loading of Programs (as required)
+ Baseline the Schedule
+ Monitoring project progress against the plan, so that any problems are recognised promptly.
+ Report on progress and earned value, to support financial forecasting and any necessary corrective action.
+ Assist Senior project managers / project managers / planners for monitoring project risks, issues, resources, and CPM and assist in providing solutions complying with WSP and the Client's standards and codes.
+ To interface daily with the Senior project managers / project managers / planners to ascertain reasons for delays & capturing project change.
+ Lead a performance culture, incorporating the WSP values, which develops individuals' capability through an active performance management process, so that not only delivery for the company is enhanced but also the skills, capability and personal satisfaction of an individual is maximised.
+ Any other GCC Water team related assignment as entrusted by Line Manager/HOD.
**Key Competencies**
**Mandatory Skills**
+ Demonstrable capability in Project Controls, and proven skills in the use of Primavera / Microsoft / other planning products (e.g. Primavera P6, Primavera Risk Analysis, Microsoft Project).
+ Understand and has utilised Critical Path Analysis, Earned Value Techniques, and Basic project management skills."
+ Advance level expertise in using Power Bi/ MS Excel/ Word for developing tools and dashboards for internal and external stakeholder communications.
+ Advanced knowledge of the philosophies, principals, practices & techniques of planning.
+ Excellent communication skills and ability to work in a team environment.

**About the team**
We are looking for a **Project Administrator** to join our Europe & Asia Business Management team on a permanent basis to drive the financial performance of the ICF activities.
**Main Responsibilities:**
+ New project set ups in ERP system, in accordance with the contract and SOX regulations
+ Timely client billing and working with Project Managers to monitor aged debts
+ Supporting in calculating and posting of monthly sub-contractor accruals
+ Monitoring and analysis of project financials in liaison with the Project Finance controller and Project Managers.
+ Assistance with project re-forecasting in accordance with ICF policies and procedures to ensure revenue is being recognised correctly.
+ Ad-Hoc duties as and when required

The major duties, tasks, and responsibilities are below:
+ Set the standards and working methods for the planning function across an entire project. establish & maintain an effective Project Programme.
+ Support the Local Government Project Management Office in varying project control/support functions.

**Mandatory Skills**
+ Experience in a consultancy environment with good customer relationship and stakeholder management skills.

+ Demonstrable capability in Project Controls, and proven skills in the use of planning/reporting systems (e.g, Power BI, Microsoft Project, other Project Control systems).

+ Managing staff development and ensuring a motivated and knowledgeable team

**Operational Financial Systems Development**
+ Use a detailed understanding of billing systems processes to make improvements to PMO best practice to enhance financial reporting at a Project and Programme level.
+ Produce documentation of critical financial management processes and provide process / systems training where beneficial to other Project Managers.
+ Project Forecasting Tool, Power BI and the Business Management System.
+ Coordinate requirements of GCC Project Controller responsibilities.
+ Support the PMO regarding the delivery of accurate and timely invoices to our clients to ensure business goals are achieved and solutions are offered rapidly.
Qualifications
Bachelor's or Master's degree with 12 to 18 years' experience in project coordination, administrative and Finance Management, Chartered Professional/ Preferable to have CAPM, PMP, or Prince 2 certification. Other relevant domain certifications.
