About the Role:
We are seeking a detail-oriented and proactive Proposal Manager to join our fast-growing global sales team within our proposal group. In this role, you will manage the end-to-end proposal process for our biometric service offerings, ensuring timely, high-quality, and competitive responses to RFIs, RFPs, and client requests.
You will collaborate closely with Business Development, Operations, and Finance to develop compelling proposals, support budget development, and presentations that align with client needs and company capabilities. This position offers the opportunity to bring fresh ideas, contribute to new processes, and help shape the future of our proposal function.
Success requires exceptional time management, communication, and organizational skills, with the ability to stay flexible and effective in a fast-paced, deadline-driven environment.
Key Responsibilities
• Manage and coordinate the full proposal lifecycle, including RFIs, RFPs, presentations and other client-requested deliverables.
• Develop proposal strategies, timelines, and deliverables in collaboration with cross-functional teams.
• Draft, review, and finalize proposal content (text and graphics) and supporting documentation.
• Support the development of budgets (Excel tool) with subject matter experts.
• Partner with business development, operations and finance to support contract development (NDA/CDA, MSA, SOWs, COs).
• Create professional client-facing presentations to support business development and other sales/marketing activities, including bid defense meetings.
• Ensure proposals are accurate, compliant, and submitted on time with highest quality.
• Support the maintenance of proposal templates, library content (text and graphics), and implementing best practices to improve process efficiency.
Qualifications
• Bachelor’s degree in Life Sciences, Business, or related field (or equivalent experience).
• Minimum of 8-10 years of aligned experience in proposals, business development, or contract management role within a CRO, pharma, or biotech environment.
• Strong understanding of RFI/RFP processes, contract structures, and proposal development best practices.
• Excellent written and verbal communication skills in English.
• Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel); experience with Salesforce a plus.
• Strong organizational skills and ability to manage multiple priorities in a fast-paced environment.
• Detail-oriented with a focus on accuracy, compliance, and quality.

Internal Coordination:
- Coordinate with relevant internal departments (particularly based in Oman) for compiling the techno-commercial proposal.
Cost Estimation:
- Prepare detailed cost estimates aligned with the tender specifications and addendums.
Proposal Compilation and Reviews:
- Compile complete technical and commercial proposals as per bid requirements.

Responsibilities

+ Review, in conjunction with various functional departments, enquiry documents, and obtain clarifications where required to ensure that company design standards and customer specifications are maintained.
+ Attend Technical Clarification Meetings with customers and subcontractors when required to clarify any technical issues and meet customer needs. o Clarify the client's technical issues and manage the company/client relationship to ensure the highest level of service.
+ Ensure that Company policies, procedures and norms are followed for all proposal activities to ensure the highest level of quality.
+ Ensure adherence to Health and Safety standards in compliance with Company policy to ensure a safe working environment.
+ Ensure the participation of contributing to all development activities within the department and company.
+ Ensure no cost overrun issues due to improper estimation and etc.
+ Check the order thoroughly as per the order transfer Checklist and transfer to the project department.

**_Your Physical Work Environment Will Require._**
+ Educated to Degree level or equivalent in an engineering-related discipline (e.g., Mechanical, Electrical & Instrumentation).
+ 8 - 10 years - Experience in a proposals function in a highly technical sales environment (preferably from rotating equipment divisions)
+ Commercial awareness to produce competitive, cost-effective proposals
+ Basic knowledge of process design techniques and interpretation of results into mechanical equipment details.
+ Process knowledge on control philosophy, and should be equipped with hands-on awareness on P&ID and process instruments
+ Leadership, communication, negotiating, influencing, and interpersonal skills.
+ Knowledge of and commitment to customer service, financial control, and engineering quality.
+ Good Communication skills
+ Microsoft Office plus VB ( Macros ) would be an added advantage

+ Basic design, application knowledge and experience gained on Rotating equipment (specifically on Centrifugal fans, Axial Fans, Blowers) with an Engineering Contracting Company in the field of Cement, Steel, Power and Petrochemicals, Refineries, Oil and Gas.
+ Knowledge on Cement, Steel, Power, PCOG industries & Applications, API Standards of Fans , Bought out components - Forgings, Castings, Electrical and Instrumentation items.
