2. Accountabilities & Responsibilities
- Strategic QA/QC Leadership & System Development
- Develop, implement, and maintain a comprehensive Project Quality Management System (PQMS) in accordance with international standards and project-specific requirements.
- Define the overall QA/QC strategy, policies, procedures, and inspection and test plans (ITPs) for all project phases and disciplines (Civil, Structural, Mechanical, Piping, Electrical, Instrumentation, Process, Metallurgy).
- Ensure that all quality-related documentation is systematically prepared, reviewed, approved, and controlled.
- Promote a strong quality culture throughout the project organization and with all contractors and vendors. Quality Planning & Compliance
- Review and approve contractor and vendor Quality Plans, Manufacturing Quality Plans (MQPs), and Inspection & Test Plans (ITPs) to ensure alignment with project requirements.
- Ensure compliance with relevant international codes, standards, and regulations applicable to steel plant construction Conduct regular quality audits (internal and external) of project activities, contractor performance, and vendor facilities. Quality Control & Inspection
- Oversee all inspection and testing activities at various stages:
- Vendor/Manufacturer Sites: Conduct and/or coordinate factory acceptance tests (FAT), pre-shipment inspections (PSI), and material verification for critical equipment and bulk materials.
- Site Receipt: Implement robust material receiving inspection procedures.
- Construction/Erection: Supervise and monitor field quality control activities, including civil works (concrete, rebar), structural fabrication and erection, mechanical installation (piping, equipment alignment), welding, NDT, electrical installations (cabling, terminations), and instrumentation calibration.
- Pre-commissioning & Commissioning: Verify the quality of installed systems and support functional testing.
- Manage and coordinate all Non-Destructive Testing (NDT) activities, including review of NDT procedures and reports, qualification of NDT personnel.
- Ensure proper calibration and maintenance of all testing and measuring equipment. Team Leadership & Management
- Recruit, train, mentor, and lead a multi-disciplinary QA/QC team including specialists in various fields (civil, mechanical, electrical, welding, NDT, metallurgy).
- Define roles and responsibilities, set performance objectives, and conduct regular performance reviews for team members.
- Foster a collaborative environment that encourages proactive quality intervention and problem-solving. Non-Conformance Management & Corrective Action
- Establish a robust system for identifying, documenting, and resolving non-conformances (NCRs), deviations, and quality deficiencies.
- Lead root cause analysis for significant quality issues and ensure effective implementation of corrective and preventive actions (CAPA).
- Track and report on quality performance metrics and trends. Documentation & Reporting
- Manage all QA/QC documentation, ensuring traceability, proper filing, and handover of final quality dossiers (Manufacturing Record Books, Mechanical Completion Packages).
- Prepare and present regular QA/QC reports to project management, highlighting performance, issues, and resolutions.
- Ensure all statutory quality-related documentation required by authorities is maintained. Stakeholder Management & Communication
- Act as the primary interface for all quality-related matters with the regulatory bodies, third-party inspection agencies, contractors, and vendors.
- Coordinate with engineering, procurement, construction, and commissioning teams to ensure quality requirements are integrated throughout the project lifecycle. Continuous Improvement
- Promote a culture of continuous improvement in quality processes and procedures.
- Incorporate lessons learned from previous projects and industry best practices.
Total 18 to 20 Years of extensive experience in project management, Quality Assurance and Quality Control roles in Greenfield Projects, with at least 5-10 years in a senior leadership role. - Proven, in-depth experience in large-scale steel plant projects (greenfield or major brownfield expansions) across all project phases. - Thorough understanding of steelmaking processes (e.G., DRI, Blast Furnace, EAF, BOF, Continuous Casting, Rolling Mills) and the associated quality requirements for materials and equipment. - Strong knowledge of various welding processes, NDT techniques, material specifications, and relevant codes - Experience with advanced quality tools and methodologies. - Proven experience in managing multi-disciplinary QA/QC teams and interacting with international contractors/vendors. - Familiarity with Indian regulatory frameworks and quality standards relevant to the steel industry

Job Description:
The QA/QC Lead Engineer will be responsible for establishing, implementing, and maintaining quality assurance and quality control processes across all phases of construction, commissioning, and start-up. This role ensures compliance with project specifications, codes, and industry standards while overseeing the quality performance of General Contractors (GCs), subcontractors, and third-party QA/QC agencies.
Key Responsibilities:
- Quality Leadership: Lead and manage the construction quality program across Civil, Structural, Architectural (CSA), Mechanical, Electrical, Plumbing (MEP), and process disciplines.
- Process Development: Review, update, and standardize project quality processes and procedures for current and future project phases.
- Document Control: Review and approve Inspection Test Plans (ITPs), method statements, and material submittals in line with project specifications and ISO standards.
- Site Oversight: Conduct inspections, audits, and surveillance to ensure compliance with drawings, specifications, and quality standards.
- Non-Conformance Management: Monitor NCRs (Non-Conformance Reports) and SORs (Site Observation Reports) to ensure timely resolution and closure.
- Quality Records: Ensure proper documentation and verification of inspection reports, test results, NCRs, and approvals for compliance and handover.
- Stakeholder Coordination: Collaborate with design teams, GCs, and project management to resolve quality issues promptly.
- Testing & Commissioning: Coordinate audits, FAT (Factory Acceptance Tests), SAT (Site Acceptance Tests), and IQ/OQ/PQ with contractors and vendors.
- Root Cause Analysis: Support investigations and implement corrective/preventive actions for quality issues.
- Team Leadership: Lead and mentor field coordinators and QA/QC engineers to ensure best practices and continuous improvement.
- Compliance Oversight: Ensure adherence to authority requirements, codes, and specifications for all systems.
- Performance Monitoring: Develop and manage quality performance indices for contractors and subcontractors.
- Reporting: Prepare and present executive-level quality updates and dashboards for site leadership.
Skills & Qualification
- Bachelor’s degree in mechanical/industrial engineering or related technical discipline.
- 9-12 years of QA/QC or quality leadership experience in semiconductor, high-tech, or industrial projects.
- ISO9001/IATF16949 Lead Auditor certification highly preferred.
- ASQ certifications (CQE / CSSGB / CCQM) are a plus.
- Proficiency in MS Office (PowerPoint, Excel, Word, Visio);
experience with Power BI, Spotfire, or similar analytics tools. - Strong data analysis, troubleshooting, teamwork, and communication skills.
- Ability to thrive in a high-paced multi-cultural environment.
- Experience in process development and compliance with relevant codes and standards.
- Familiarity with EIDA or similar Construction Management Software is a plus.
- Previous leadership experience is a plus.
