# Job Summary:
Bechtel India is seeking a senior Project Estimator with ability to support a functional role at Gurgaon office. The position requires talent management and work oversight capability. Incumbent will be required to prepare, review and present project and/or discipline estimates, namely civil, mechanical, piping, electrical, instrumentation, construction distributable, services) for projects and proposals. Person will provide estimating assistance and guidance to projects, develop conceptual estimates, and lead estimate reviews and presentations.
# Major Responsibilities:
+ Develops project estimate plans based on scope, contract, estimate type, and resources.
+ Conducts capital cost estimates and defines scope assumptions with stakeholders.
+ Prepares documentation for estimate basis and assumptions.

# Education and Experience Requirements:
+ Bachelor's degree in engineering with 15+ years of industry experience and 10+ years in Estimating.
+ Experience with supervising and leading a team of estimators. Skilled in oral and written communication. Advanced knowledge and experience with EPC estimating methods, processes, and procedures including the full range estimate classifications levels.
# Required Knowledge and Skills:
+ Demonstrated advanced understanding of Estimating core processes and procedures requiring minimal direction and supervision.
+ Advance knowledge and experience in EPC estimating practices and methods, processes, and procedures, in addition to the estimate types, classifications, and components.
+ Experience with Lump Sum Design Build estimates. Specifically understands detail level estimates and design packages.
+ Demonstrated ability to organize, perform, and present cost estimating products with a minimum of supervision.
+ Broad knowledge and experience in construction estimating practices and methods. Knowledge of manual labor performance, equipment production and derivation of composite craft/category labor rates.
+ Practical experience in performing statistical analysis, cost, and price analysis.
+ Familiar with commercial terms and conditions (contractor relationships, currency exchange, taxation, inflation, insurance, escalation, etc.).
+ Knowledge of the principles of Life-Cycle costing, cost in use, and operating costs and ability to undertake a Net Present Value (NPV) analysis. Understanding of cost index and escalation projections sources.
+ Knowledge of global market pricing for commodities and construction practices. Technical and practical comprehension of engineering, procurement and construction methods and techniques.

**Chevron ENGINE supports global operations, and work hours are aligned to business needs. Standard working hours are 8:00 AM to 5:00 PM or 1:30 PM to 10:30 PM, Monday to Friday. These may evolve based on operational or business requirements.**
**Key responsibilities**
**The Estimator is part of the Engineering Services organization within the Chevron ENGINE Center and supports a multi-functional team with cost estimating and budgeting activities, including the development of cost estimates, supporting through phase assurance activities, and providing estimating consulting and assurance services.**
**- Analyze cost estimates, identifying gaps, opportunities, risks, and challenge contractor estimates and basis.**
**- Collaborate with engineering, procurement, and project management teams to verify and refine estimated costs for material, labor, and indirect expenses.**
**- Lead development of Project Cost Estimates and Basis of Estimate (BoE) in alignment with Chevron Project Management System (CPMS) standards and requirements, including but not limited to, WBS, OBS, Project Schedules, Resource and Staffing Plan, and integration with funding request documentation.**
**- Lead development and maintenance of Estimate Plan for various phases of the project, in alignment with CPMS standards and requirements.**
**- Coordinate and support Cost Estimates Assurance Review engagements, ensuring deliverables are comprehensive, accurate, and aligned with Cost Engineering standards and project needs.**
**- Perform cost estimate coordination and oversight of contractor cost estimates, ensuring cost estimates are consistent, comprehensive, and accurate.**
**- Participate in cost and schedule risk assessment engagements, ensuring contingency is properly determined and incorporated in cost estimates and budgets.**
**- Proactively support development of cost models in advance of risk assessment engagements to ensure consistency and alignment with CPMS (Chevron Project Management) standards.**
**- Ensure Project Cost Estimates and Basis of Estimate (BoE) are revised with revision control, based upon cost assumptions and any cost estimate changes.**
**- Participate in developing Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) as basis for project budgeting, cost control and forecasting.**
**- Critically review and analyze productivity and resource estimates, identifying impacts on cost and schedule, challenging the contractor's estimates as needed.**
**- Develop and implement procedures which tie estimates and budgets to appropriate project team members.**

**- Experience facilitating through phase cost estimate assurance and risk assessment workshops to help ensure competitive and predictable outcomes.**
**- Experience with Aspen Capital Cost Estimator (ACCE) and/or QUE$TOR estimating software.**

**About the position**
**Chevron ENGINE has an exciting opportunity for a Estimator - Mechanical to join the projects & engineering team. Reporting to the Estimator** **Lead** **, this role will be based in Chevron's office in Bengaluru.**
**Chevron ENGINE supports global operations, and work hours are aligned to business needs. Standard working hours are 8:00 AM to 5:00 PM or 1:30 PM to 10:30 PM, Monday to Friday. These may evolve based on operational or business requirements.**
**Key responsibilities**
**The Estimator is part of the Engineering Services organization within the Chevron ENGINE Center and supports a multi-functional team with cost estimating and budgeting activities, including the development of cost estimates, supporting through phase assurance activities, and providing estimating consulting and assurance services.**
**- Analyze cost estimates, identifying gaps, opportunities, risks, and challenge contractor estimates and basis.**
**- Collaborate with engineering, procurement, and project management teams to verify and refine estimated costs for material, labor, and indirect expenses.**
**- Lead development of Project Cost Estimates and Basis of Estimate (BoE) in alignment with Chevron Project Management System (CPMS) standards and requirements, including but not limited to, WBS, OBS, Project Schedules, Resource and Staffing Plan, and integration with funding request documentation.**
**- Lead development and maintenance of Estimate Plan for various phases of the project, in alignment with CPMS standards and requirements.**
**- Coordinate and support Cost Estimates Assurance Review engagements, ensuring deliverables are comprehensive, accurate, and aligned with Cost Engineering standards and project needs.**
**- Perform cost estimate coordination and oversight of contractor cost estimates, ensuring cost estimates are consistent, comprehensive, and accurate.**
**- Participate in cost and schedule risk assessment engagements, ensuring contingency is properly determined and incorporated in cost estimates and budgets.**
**- Proactively support development of cost models in advance of risk assessment engagements to ensure consistency and alignment with CPMS (Chevron Project Management) standards.**
**- Ensure Project Cost Estimates and Basis of Estimate (BoE) are revised with revision control, based upon cost assumptions and any cost estimate changes.**
**- Participate in developing Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) as basis for project budgeting, cost control and forecasting.**
**- Critically review and analyze productivity and resource estimates, identifying impacts on cost and schedule, challenging the contractor's estimates as needed.**
**- Develop and implement procedures which tie estimates and budgets to appropriate project team members.**
**- Proactively support generation of quality cost estimating and budgeting reports and required documents for project Funding Appropriation and Business Planning.**
**- Support Project Management of Change (MOC) processes and procedures.**
**- Evaluate contingency to establish appropriate contingency drawdown strategy required to complete the project based on proper risk analysis.**

**- Bachelor's degree (B.E./B. Tech) in engineering, construction management, or related fields from a recognized (AICTE) university.**

**- Demonstrated experience and knowledge of cost estimating software, techniques, and tools.**
**- Skilled application of estimating methodologies to assess project costs and risks, at different project phases and for various levels of complexity, to ensure estimates are realistic and predictable.**
**- Strong Excel skills.**
**- Capable of conducting project walk-downs and proficient in interpreting project drawings, including P&IDs, PFDs, and BFDs.**
**- 5+ years of experience in capital project estimating in the oil and gas industry, both offshore and onshore**
**- Demonstrated ability to collect, organize and apply internal and external benchmarking data at various levels of granularity throughout a project lifecycle.**
**- Experience facilitating through phase cost estimate assurance and risk assessment workshops to help ensure competitive and predictable outcomes.**
**- Experience with Aspen Capital Cost Estimator (ACCE) and/or QUE$TOR estimating software.**
**Excellent communication skills and ability to effectively interface with a broad range of stakeholders. Proven ability to assist with partner/stakeholder alignment on estimate explanations and approvals.**
**Demonstrated experience to effectively analyze and critique project cost estimates to provide assurance to ensure completeness and accuracy**
**Understanding of the oil and gas industry. Broad knowledge of industry and the application of benchmarks, lessons learned and best practices.**
**Demonstrated ability to clearly understand the execution of work and the interfaces between engineering, procurement, fabrication, and hook-up and commissioning**
