We are looking for a highly capable HSE Manager – FPSO to support offshore operations by driving HSEQ excellence, process safety culture, and operational risk management across FPSO assets.
This role will work closely with offshore operations teams, clients, auditors, and regulatory bodies to ensure all HSEQ activities are effectively implemented and continuously improved.
What You Will Do
In this role, you will:
- Act as the focal point for Clients and FPSO Operations on all HSEQ matters.
- Manage internal and external HSEQ interfaces across offshore operations.
- Promote strong Operational and Asset Integrity culture through visible leadership and engagement.
- Conduct HSE inductions for onshore personnel, contractors, and long-term visitors.
- Manage day-to-day HSEQ activities ensuring risks are identified, assessed, and mitigated to ALARP principles .
- Maintain oversight of operational risks to ensure FPSO activities remain within acceptable risk levels.
- Lead and manage incident investigations , ensuring corrective actions are implemented and lessons learned are shared across the organization.
- Maintain compliance with regulatory, certification, class, and flag state requirements .
- Manage and maintain the Regulatory Compliance Register .
- Ensure the effectiveness and readiness of Emergency Response Plans (ERP) for the FPSO and shore base operations.
- Manage the Operational Performance Standard (OPS) ensuring Safety Critical Elements (SCEs), Production Critical Elements (PCEs), and Environmental Critical Elements (ECEs) remain compliant and functional.
- Drive achievement of HSE KPIs and Focus Areas .
- Facilitate HAZID, ENVID, and risk assessment workshops as part of the Management of Change (MoC) process.
- Lead Assurance and Verification Audits both offshore and onshore, ensuring timely close-out of audit actions.
- Coordinate with the Company Security Officer (CSO) regarding security protocols and implementation.
- Support budgeting and expenditure control activities related to HSEQ operations.
What We Are Looking For
Qualifications

Experience
- Minimum 15 years of experience in offshore Oil & Gas operations.
- Previous experience in FPSO operations is strongly preferred .

- Familiarity with safety studies and risk assessments .

Participate and prepare SoPs.

Plan and carry out other Mechanical Integrity activities (Corrosion under Insulation (CUI), SBCs, dead ends, corrosion at pipe supports, culvert piping, expansion bellows, spring supports, corrosion under fire-proofing, mixing / injection points) within the agreed time-frame and frequency, issue inspection reports with recommendations, issue regular progress reports / MIS and track recommendations to completion.
INSPECTION, STATUTORY COMPLIANCE AND INTEGRITY OF STATIC ASSETS
Creation / review / up-dation and implementation of inspection, thickness monitoring, non-destructive examination and testing schedule for static equipment and piping, analysis of deviations / failures / breakdowns and issue of reports / recommendations to ensure 100% statutory schedule compliance and zero loss of process containment.
INSPECTION REPORT MANAGEMENT # IM, THICKNESS MEASUREMENT # TM And RISK BASED INSPECTION (RBI) MODULES
Implement Meridium Inspection Management - IM and Thickness Measurement # TM modules and ensure all attributes and inspection records of piping, corrosion loops and static equipment are maintained up-to-date in Meridium. Prepare / update Corrosion Manual and implement Risk Based Inspection (RBI).
CONDITION MONITORING OF ROTARY ASSETS
Create / update and execute Condition Monitoring / Predictive Maintenance plans and schedules for all rotary equipment. Carry out analysis of vibration plots, lube oil reports and other PdM reports / data, issue recommendations and maintain records.
ROOT CAUSE ANALYSIS AND RELIABILITY ENHANCEMENT OF ROTARY ASSETS
Conduct Root Cause analysis, troubleshooting of chronic issues related to site rotary equipment and issue recommendations. Oversight and analysis of critical repairs and refurbishment of rotary equipment. Conduct performance testing of rotary equipment at site and participate in Factory Acceptance Test (FAT) at vendor works.
Failure Modes and Effects Analysis (FMEA) and Reliability Centred Maintenance (RCM)
Participate in and drive FMEA of various types of rotary equipment as applicable and site; and implement Reliability Centred Maintenance (RCM).
BUDGETING, PROCUREMENT, SYSTEMS AND PROCEDURES
Prepare / review annual budget, carry out procurement of materials and services within approved budget for all inspection, non-destructive testing and condition monitoring activities. Create / generate / review / update inspection documents / instances/ reports and maintain systems, procedures and portals up-to-date in accordance with OMS, IMS, S&OR and ISO requirements, including SAP, Meridium, BIS, UOCC, SMPs and SOPs.
Skill & Competencies
- Knowledge of Oil & Gas Onshore and Offshore Damage Mechanisms
- Knowledge of Oil & Gas Onshore and Offshore inspection and corrosion monitoring of static assets, including API and other RAGAGEP documents.
- Knowledge of Non-destructive testing techniques, Integrity Operating Windows (IOW) and Risk Based Inspection (RBI).
- Knowledge of Vibration Analysis, Lube oil Analysis and other Condition Monitoring techniques for rotary equipment.
- Knowledge of FMEA and RCM.
- Good Communication; Interpersonal skills; Decision Making; leadership qualities; analytical ability; initiative;
- Knowledge on HSE MS and Risk Management in E&P
- Knowledge in OMS implementation

Education Required
- Bachelor Degree in Mechanical Engineering / Metallurgy.
- API 510 / 570/ 653/ 571 certification and ASNT / ISNT Level II certification.
- Vibration Analysis # Level II certification.
Experience Required
8 to 10 years of inspection experience, out of which minimum 5 years in Oil & Gas sector.
