Working on site with other Test Administrators, the Test Administrator serves candidates directly with appropriate implementing of operational policies and examination procedures.

**PRIMARY RESPONSIBILITIES**
**1. Operational Administration**
* Assure equipment is operational and test stations are free of extraneous materials
* Review transmissions logs (uploading of current day's test results & daily downloading of examinations and site schedule) from software that automatically connects to hub system periodically
* Communicate and work with VSS technical support to investigate and fix technical issues
* Test Center cleaning if applicable
**2. Customer Service**
* Review test roster and prepare accordingly for candidates including special accommodation preparation
* Check in candidates and verify identifications
* Explain the test process briefly
* Help candidates to place all personal belongings in a personal locker
* Escort examinee to assigned test station
* Help the examinee begin the tutorial/test
* Answer any questions before the timed portion of the test begins
* Monitor examinees
* Record and report all problems or discrepancies in a timely and efficient manner that arise in connection with an exam, a candidate or the testing center itself
* Print the test results after the candidate completes the test
**3. Quality Assurance and Continuous Improvement**
* Ensure the adherence to the Pearson Professional Center quality and security measures
* Recognize and identify potential areas where existing policies and procedures require change or where new ones need to be developed and shared

You will also act as a member of the Hazira Port Conservator Body and serve as the Harbour Master during their absence, ensuring continuity in leadership and compliance with port safety and regulatory standards. This role is essential to maintaining Shell's commitment to operational excellence, HSSE performance, and regulatory compliance. You will be part of a high-performing marine team that supports the delivery of LNG to India's energy market, contributing to Shell's broader energy transition goals.
**What's the role?**
As Pilot and Berthing Master, you will be responsible for pilotage, berthing, and loading master duties, supporting LNG discharge operations, tugboat services, and mooring operations in line with the Concession Agreement and Port User Agreements.
Further accountabilities are as follows:
- Provide safe and efficient pilotage for LNG vessels calling at Hazira Port.
- Ensure compliance with the Manual of Permitted Operations and navigational safety standards.
- Conduct pre-arrival and departure checks of mooring and discharge equipment.
- Supervise tugboat operations and ensure tug crews are trained and compliant.
- Execute LNG discharge operations in line with ISGOTT, SIGTTO, and OCIMF guidelines.
- Ensure vessel compatibility and positive vetting by STASCO.
- Organize third-party supervision of LNG loading/discharge.
- Maintain safe mooring operations and conduct MOB and emergency drills.
- Act as Emergency Response Coordinator and Incident Controller.

- Conduct safety inspections, toolbox talks, and emergency exercises.
- Ensure compliance with Shell's HSE-MS and national spill response plans.
- Complete all cargo documentation accurately and on time.
- Liaise with Customs and GMB to ensure smooth operations.
- Monitor and report cargo quality/quantity issues.
- Inspect and maintain port service vessels, navigation aids, and mooring equipment.

**What We Need from You**
- Minimum 8-10 years of marine experience, including pilotage and terminal operations,
Class Deck Certificate of Competency (Master Mariner) or equivalent with a valid certificate.
- Qualified and experienced pilot with a minimum of 2 years of experience handling large vessels in strong cross currents, monsoon weather conditions, and restricted maneuvering areas-preferably in a West Indian port. Similar experience in other ports will also be considered.
- Valid Pilot License and experience in LNG vessel operations.
- Strong knowledge of ISGOTT, SIGTTO, OCIMF, and Shell HSSE standards.
- Proven leadership in emergency response and marine safety.
- Sound marine professional with a strong understanding of LNG projects and operations.
- In-depth knowledge of LNG discharge operations, quantity and quality (Q+Q) measurements, and cargo documentation.

The role has to work closely with multiple Cluster Operations Managers, 12 Station Managers, and Support Partners from SLP, PXT, and RME. This is a people manager role responsible for three blue-badge officers, five yellow-badge supervisors, and 10 contingents yard marshal employees. This manager will need to maintain building and process path level Risk assessments in order to recommend control measures to pre-empt injury to associates. This position maintains audit records and Austin entries for the cluster, according to global safety standards and local regulations. This position requires the confidence, Subject Matter expertise and communication skills along with and cross-business coordination abilities to be able identify, scope and roll out safety improvement projects in their cluster.
The WHS Manager will need to analyse data of injuries, Near Misses and Dragonfly inputs to identify trends to help the Region in decision-making to drive improvements. Effective communication, both verbal and written, is crucial for this role. This manager is responsible to educate and drive awareness on WHSMS procedures and drive standardization through identification and correction of Non-compliance to standards. The cluster manager will drive the Site Self-Audits on these WHSMS procedures at a high bar to ensure zero non-compliance in legal audits. The manager will need to build effective partnerships across functions such as HR, Facilities, Operations, and WHS Peers to be able to support their team to raise the bar on safety reporting and CAPA closures. During peak periods, they anticipate and mitigate potential safety hazards and scale up safety awareness of new hires in the cluster. Making informed decisions in ambiguous situations and knowing when to escalate issues is crucial to operate in the fast-paced Last Mile business. WHS manager will lead a team of WHS employees will communicate team expectations and goals, providing regular and actionable feedback. Reducing team attrition rates and developing employees for promotion are key objectives. They will conduct consistent one-on-one meetings and support career growth plans for their team. Assigning stretch assignments based on skill sets and developmental needs is part of their role. This manager will recognize and reward individual and collective successes frequently and balance daily routines with coaching, development, and continuous improvement initiatives for their team.
Basic Qualifications
